Annotation of /branches/pear-db/BUGS

Bugs in PostgreSQL version of libdata:

- sort oreder in menus is wrong
- in various places php code tries to assing string values to integers or
  zeros instead of null values. This should be fixed by usage of placeholders,
  available in Pear::DB class

- "DB Error: unknown option portability" error is caused by old version
  of Pear DB class. This has been tested with DB 1.6.0
