split out wireshark as separate process from kvm

implemented correct start/stop logic (which now works!)
and pushed debug state into $server::debug and file
conf/debug for shared state between servers
This form allows you to request diffs between any two revisions of this file.
For each of the two "sides" of the diff,
enter a numeric revision.
